Leeds City Council is running an art competition to produce a design to animate the Holbeck Moor subway as part of the walking routes from Leeds City Centre to Elland Road Football Stadium. The innovative design will reflect the community of the local area and/or history of Leeds United and improve pedestrian wayfinding along the routes by providing a clearly defined meeting point.

The subway to be animated is located to the south-west of Holbeck Moor and runs under Top Moor Side. Holbeck is a strong residential community in the south of Leeds and Holbeck Moor plays an important role in the local community as well as acting as a meeting point for football fans on match days.  

Background

Elland Road Wayfinding and Route Improvements project aims to provide route animation through a range of interventions and improve the pedestrian experience in the South Bank area and neighbouring communities. The two walking routes that have been identified from the centre of Leeds to Elland Road football stadium are currently hard to navigate due to poor signage and lack of route animation.

One route follows Victoria Road and Meadow Road and the other leads more directly through the South Bank area with the two meeting at Holbeck Moor and passing through the residential neighbourhood of Holbeck. Interventions of various timescales have been identified along the route to improve legibility and wayfinding. The design of the subway is part of the route animation and will play a vital role in uplifting the pedestrian route and residential area.

Key Audiences

The key audiences for the Elland Road route improvements and Holbeck Moor subway design are:

Primary audience:

  • Local Residents- the two routes are popular pedestrian routes with residents travelling from neighbourhoods, such as Holbeck and Hunslet, to the city centre. Improving the general pedestrianisation of the South Bank area will benefit local residents who also have a keen interest in the improvement and regeneration of their local area.
  • Match Day Fans- a large amount of football fans travel from Leeds city centre to Elland Road stadium on match days. The route through South Bank to Elland Road can be hard to navigate as a pedestrian, particularly for away fans who may not be familiar with the route, due to lack of signage and clear wayfinding. 
  • Local Businesses- one of the walking routes from the city centre passes local businesses in the South Bank area, including cafes and pubs which are particularly concentrated in the north of South Bank and around the Elland Road stadium. Local businesses benefit from the increased footfall on match days as well as improvements in greater pedestrian movement in the area. 

Secondary Audiences:

  • Visitors - public art created by community groups will enhance the attractiveness of Leeds as a city to visit and highlight the cultural and creative diversity in the city.
  • Developers - a range of developers are developing sites in the South Bank area and play a key role in regeneration.    


Brief

The key deliverables from this brief are:

To provide designs of previous work which align with the heritage of the location in which it was installed supported by a list of ideas on what you would produce to animate the subway at the South West of Holbeck Moor as part of the Elland Road walking route which reflects the local community.

Your Submission

By 5pm on Friday 22nd June, please submit:

   a)      Your CV 

   b)      Examples of previous, relevant work

   c)      A description and image/s of the style/influences/inspiration you would apply to the project

   d)      A quotation for the work, including:

                       i.      Your design fees

                      ii.      Installation of the artwork, including all materials

                     iii.      Appropriate barriers, fencing and other H&S measures required in order to install the work in this busy location

                      iv.      Attendance at two site meetings with the client, on site


Important Information

  • The artist will need to be flexible with their design
  • To ensure inspections of the structure are not impeded by the artwork.
  • The extent of the works may call for the subway to be temporarily closed; Artists must be flexible to work around hours where this can best be placed.
  • Artists must use equipment which will not damage the structure during installation
