Portsmouth City Council wish to commission a permanent public sculpture/installation on the theme of D Day 75 and Peace which will reflect the role Portsmouth played as the pivotal point for the departure of the troops 75 years ago and the instrumental role they played in bringing peace to Europe. This is an exciting opportunity for an artist(s) to reinterpret Peace in today's environment in a way which also references the sacrifice which was made by the troops from many nationalities as they took part in the D Day landings 75 years ago and the surviving veteran's desire for reconciliation.

Through consultation undertaken in the development of the new offer for the transformed D Day Story several strands emerged from discussions with veterans and other attenders to the museum seeking a space for reflection and quiet contemplation which they felt the existing immediate landscape did not provide. Whilst changes to the landscape have occurred it is felt that a centre piece to reflecting on the legacy of Peace would have a natural fit into this area.

The previous Caen-Portsmouth Peace Garden, developed in parallel with our twin city in Normandy over 25 years ago, had become aged with the shrubs becoming undefined and the clarity around the dove and the map landscape extremely hard to interpret. The new landscape around the D Day Story provides an interesting opportunity for a new work which has Peace and Reconciliation at its heart whilst acknowledging the context of the D Day landings.

Caen City Council were extremely supportive of the overall idea of change to the existing peace garden and have provided us with an olive tree from Normandy which has been planted in the vicinity of the anticipated site for this new work.

Applications are invited from individual artists, or artist teams with experience in working in the public realm to create a suitable response which is appropriate for the location next to the D-Day Story.

Up to £10,000 is offered for the work, to cover all expenses, including artist's fee, research, production of designs, site visits, making/fabrication, materials, production, delivery of artworks and installation.

The artwork will be expected to reflect the theme of Peace and Reconciliation in a contemporary way whilst reflecting the role Portsmouth had in the D-Day landings.

The artwork can be in any material but will need to be robust to withstand the public domain and coastal location and have a lifespan of a minimum of ten years. It will need to be frost proof, resilient, vandal resistant, colour fast and salt-water/wind resistant.

The artwork will be expected to meet all health and safety requirements.

A designated council manager will support the project providing a single point of contact with various Council departments and external partners as required.

Artists may be expected to contribute to interpretation and promotion of the artworks as part of the overall project.

We actively encourage using local based suppliers, services, makers and material for fabrication of the artwork where possible.

It is expected that the artwork will be installed by 30th April 2020.

Due to the nature of the site the responsibility for maintaining the artwork over the longer term will remain with the council. Through the design and commissioning process long-term maintenance will need to be considered carefully and where possible look to minimise, mitigate or remove completely any on-going costs.

The anticipated longevity of the artwork needs to carefully consider the durability and ageing of the work within any proposal and it must be suitable for the stresses and extreme elements of the salt air expected in this location.

The artist fee should also take into account any travel, subsistence and accommodation expenses. Artists will be expected to take responsibility for National Insurance and tax contributions.
