Leeds City Council Environmental Services wish to commission for two opportunities. Artists may apply to either part, or both as one whole commission. We are seeking an artist to create a vinyl cityscape, largescale internal mural and a coordinated series of artwork to enhance their exciting new build depot. The art will reflect the staff and work of the service, and will be created with input from their ideas. It will reflect the environmental sustainability and will be a key feature welcoming visitors to the spaces. We are also seeking an artist to create a signature 3-dimensional piece/sculpture to be situated outside the new building.
Leeds City Council are investing in a new depot and office facilities for its Environmental Services. The main operational services involved are the city's Refuse Collection Service and the Cleaner Neighbourhoods Team.
Situated in Cross Green, the new facility will consist of a 3-storey building, with depot facilities to the rear capable of managing 130 vehicles, including 80 refuse wagons. The building will have an operational focus on the ground floor (reception/cafe area), first floor will be meeting/training rooms and the top floor will be open office space.
The new facility will provide staff (currently isolated in existing separate sites) with the opportunity to feel part of the wider team and organisation.
The depot will be a flagship build for the council, deeply rooted in sustainability. There will be solar panels, reused rainwater, a living external and internal wall/feature, recycled and re-used furniture, use of recycled paint, electric vehicle charging points and it will meet the highest BREEAM standard of any council facility.
Within the new development there is opportunity to provide vibrant and inspiring surroundings to visitors and staff. We want this to depict the city, its people and our staff - highlighting the work our staff do to collect the city's waste. We also want to recognise and value the huge role they have played throughout the pandemic.
Commission A:
We are seeking an artist to create a series of co-ordinated art works to be displayed throughout the building, including a striking mural/internal vinyl for a large wallspace in the cafe area. The chosen artist will have strongly demonstrated how they plan to engage and work with staff to create their designs. There is opportunity to undertake a small amount of research, including experiencing the work of the teams.
Commission B:
We are seeking an artist to create a signature 3-dimensional piece/sculpture to be situated outside the new building. The design must be high impact and aesthetically appealing to welcome people to the new site. We would like the selected artist to strongly consider how they might engage/consult with staff on the proposed work. Consideration must be given to the long-term durability of the piece, as well as the safety of the structure. This must be demonstrated in the proposal.
Given the core themes of environmental sustainability, we are particularly interested in the use of reclaimed, recycled and re-used materials.
The commission will consist of:
- A cityscape design (Commission A only) to be installed in vinyl on the front window of the building. Dimensions are 11.3 x 3.5m (please note: the window vinyl will be printed and installed by Leeds City Council Print Services and the costs for this element do not need to be included in the budget)
- A mural (Commission A) representing the work of the service, representing the work and the people. Dimensions are approx 3 x 3m or alternative location 4.2 x 3m.
- Additional artworks throughout the building (Commission A) linked by theme and style (to be situated in meeting and training rooms in areas identified in collaboration with the artist)
- Largescale sculpture or 3-dimensional artwork to be situated outside the new building (Commission B)
Your submission:
Indicate clearly which part of the opportunity you are submitting for.
Include a cityscape mock up image or illustration/design idea for the sculpture.
Provide evidence of previous relevant work (images) and an up-to-date CV
What excites and interests you about the opportunity, and how you plan to deliver the requested work
All proposals must show a clear detailed budgeting breakdown: including costs for meetings and research, staff engagement time, creation of artworks and design, installation costs, all materials. Please give an indicative cost for the development of approx 8 related artworks to indicate costs for this element (Commission A).
Themes of environmental sustainability and celebration of the diverse people of our communities and workforce are at the heart of this commission. We seek an artist whose work will complement the new building, reflecting the core themes.
