Mural artist Commission for retail shutters across Sheffield.

Sheffield Council's Economic Recovery Fund was developed to help mitigate and stave off the worst impacts of the Covid Pandemic on the city’s High Streets. It asked local businesses and communities to come together and identify the interventions they wanted to see in their areas.  A flagship part of this project is the ambition to create an exciting and appropriate set of street art installations. Sheffield is a diverse, vibrant area with a rich history and bustling high streets.

Brief

We would like to commission an artist to: 

·      Lead on the development of appropriate designs that are sensitive to the history of the area. This should include an element of business community consultation and involvement. The design should ideally not require advertisement/planning consent wherever possible as that would add complexity and time to this project.  

·      Install or oversee the installation of the murals on 3 single shutters, ensuring the use of appropriate paint and weather protection techniques, appropriate traffic or pedestrian management where needed and ensuring safe access for artists by securing any equipment that may be required.

Budgets 

A maximum of £2100 (inc VAT) has been identified for this work and should include all artist fees, management and equipment/materials. This is a maximum, and responses will be judged on their value for money as well as the quality of their response. 

Time Scales & project management

The project team will look to have the works installed  April-September  (dates TBC no later than September) It is likely this will need to take place outside of business hours. 

Application Process 

Please submit a proposal by 31st March  2024 providing the following information: 

·      How you would engage the local businesses in the development of the design or the design ideas? This will be delivered in partnership with the project team

·      How you envisage managing the practicalities of mural production, including health and safety considerations and risk assessment

·      Confirmation of your availability for this work alongside a project plan with key milestones/dates

·      You may include links to or images of select examples of past mural work

Applications will be considered by the project team and scored (if multiple submissions are received) using standard criteria that assess value for money and quality, so your response will be important in determining the successful applicant.
