A public artwork is to be commissioned for a significant new development, Panattoni Swindon. Panattoni is the world’s largest privately owned industrial developer, with 59 offices worldwide. This is Panattoni’s flagship development in the UK, and will achieve net zero carbon in construction and BREEAM Excellent. The Panattoni Swindon site will span 360 acres, redeveloping a previous industrial site comprising the former Honda motor car manufacturing plant.

The new site will deliver best-in-class logistics, industrial and data real estate, providing a significant new hub in the South West with connections to the capital.

The project will see enhanced green infrastructure to include a watercourse, wildlife corridors, park areas and a 10% net gains in biodiversity.

The park at the rear of the site will be accessible to local communities, retaining existing woodland.

Artwork Opportunities

There will be two separate opportunities for public art at the site. Two different artists will be appointed.

1. Main Entrance Sculpture:

A large scale sculpture in the centre of a roundabout at the main entrance to the site. This commission will celebrate the history of the site as a former airfield and its industrial heritage.

Eligibility:

This will be a highly technical artwork to produce and install. It is therefore suited to a Mid-Career artist who has relevant past experience and understands managing a commission of this scale. Artists nationwide are invited to apply.

2. Woodland Sculpture:

A medium scale sculpture which will be placed in the woodland area to the rear of the site. This commission may explore different themes.

Eligibility:

We seek to engage artists from the local area, Swindon or the county. Mid-career and emerging artists are welcome to apply, with support given where necessary. Applications from nationwide artists will still be accepted, but they are required to specify how they plan to involve local artists in the development or fabrication of their work.

Budget

The artwork budgets include:


Artist Fee, Production Budget & Installation.

Applicants are required to provide a detailed budget breakdown (incl. estimated production costs) in their Initial Proposal – see p.7 for the Application Process.

Main Entrance Artwork: £167,000

Woodland Artwork: £55,000

Timelines

These timelines apply for both artworks.

Open Call Stage 1:

All Initial Proposals must be received by Sunday, 15th June 2025 (End of Day). Please refer to p.7 for the application process.

Open Call Stage 2:

Shortlisted artist will be interviewed w/c 16th June 2025, and required to submit a developed proposal by 4th July 2025. Successful artists will be appointed soon after.

July 2025 – December 2025: Detailed Design Development & Council Approvals

January 2026 – August 2026: Artwork Production

September 2026: Installation

Who is eligible for this opportunity?
The two commissions are targetted towards different artists. Eligibility is as follows:

1. Main Entrance Sculpture: A highly technical artwork to produce and install, this is aimed at a Mid-Career artist with
relevant past experience and understands managing a commission of this scale. Artists nationwide are invited to apply.

2. Woodland Sculpture: Mid-career and emerging artists are welcome to apply. Aimed at artists from the local area, Swindon or Wiltshire county. However, applications from nationwide artists will be accepted, but they are required to specify how they plan to involve local artists in development or fabrication. We especially encourage applications from communities who are under-represented in
public art commissions, particularly those who identify as members of ethnic minority groups.

What happens if my proposal is chosen?
If you are shortlisted, there will be a secondary phase that will require you to have an interview with the Art Consultants, where you will be given guidance on developing your initial proposal. You would then have 2 weeks to submit your Developed Proposal.
What kind of proposals are you looking for?
• Relevance of the proposal, the concepts explored & how it will relate to the context
• Fresh Contextual and Historical research that is used as a theme of the artwork
• Quality of visuals, drawings or mock-ups of the proposed artwork
• Achievability & feasibility of proposal, with particular emphasis on technical parameters and how these are met
• Detail of proposed fabrication, technical consideration for durability, installation & maintenance
• Accuracy of the budget and value for money in fabrication & artist’s fee
• Realistic timeline with sufficient contingency & allowances
• Artist’s understanding of the project’s demands & ability to manage the process
• Suitability of the artist practice
• Creative potential, approach & ambition
• Quality of portfolio & realisation of artwork commissions
• Artist’s engagement with the scheme through their Artist Statement
• Qualifications & relevant past experience
