The digital edition of Art Horizons is freely accessible, while the print edition is available for purchase via Amazon. The magazine publishes approximately 3–4 issues per year and reaches an international audience of artists, collectors, curators, art educators, and enthusiasts.

Art Horizons is sponsored and led by Junrui Garcia, Editor-in-Chief, in collaboration with an international team of art advisors, editors, and an editorial board, bringing together artists, scholars, and educators from diverse cultural backgrounds. Junrui Garcia holds a PhD in Education and is an experienced art educator, curator of exhibitions, and a published author and researcher in the field of art and education.
